The Prime Minister says lowering speed limits is only part of the mix to reduce the road toll.

It comes after the Transport Agency estimates speed limits on 87 percent of our roads are too fast for the conditions.

Jacinda Ardern told Jamie Mackay they're making significant investments in other safety aspects.

"Putting more money into things like rumble strips, median barriers, things that make the roads safer."

She says that too many people are dying and our road toll keeps climbing, so something needs to be done to change our roading habits.

Ardern says they turned away from National's roads of significance programme in order to invest more in road safety.

"I think people would agree that too many lives are being lost."

When asked about her upcoming Cabinet reshuffle, specifically whether Phil Twyford would keep his Housing portfolio, Ardern says that KiwiBuild has made a difference, with more first-time buyers entering the market.

"When you look at our record as a whole, we are building more houses then any government has since the 1970's."

She admits that it has not been easy, but it has been worth it.
