David Seymour says the question of co-governance will divide New Zealand at next year's election.  

The ACT Party leader wants a referendum on the issue – and says the Government needs to make its case.  

He told the Country his party supports Treaty settlements, but we've now gone beyond that. 

“We’re now saying that things that didn’t exist in 1840, nevertheless, will have co-governance injected into them and that is fundamentally wrong.”
