A loophole in Kapiti Coast District Council's proposed District Plan could see brothels opening next to homes or schools.

The plan's looking to make changes to rules around 'places of assembly' - to allow businesses in residential areas.

Submissions have closed, but a councillor is warning residents of the proposed change, and letting them know they can coat-tail on the submissions of others.

Councillor K Gurunathan says assurances from council staff it's unlikely brothels will open up in residential areas haven't eased his fears.

"I would prefer to take a conservative stance and to protect the public.

"How many people would want a brothel to be operating next door? That's the question people need to ask - or next to a school."
