Tauranga's Mayor is accepting a damning report, exposing a troublesome culture at Tauranga City Council.
The council is delaying a decision on whether to ask for a Crown manager and observer, until Friday.
A Reviewer and Observer Team has given elected members a dressing down at a meeting over governance and behaviour issues.
Tauranga Mayor Tenby Powell told Heather du Plessis-Allan the council cannot be united - and it needs a Crown manager.
"There's no way that this is a council that can be untied by me or anyone else.
"And the reality of course is that past mayors haven't gone there. They've chosen to do nothing."
He says the councillors aren't functioning.
"They wouldn't be in governance roles in the likes I've been in before, and they are just not up to the job of taking this particular city forward in the way that it needs to."
