'A contract between three people': Political editor on coalition talks finally ending

Today will present the opportunity for the New Zealand public to get a first look at what Newstalk ZB's political editor has described as a contract between three people on how they will jointly run the next Government.

The deal between National, Act and NZ First, coming exactly 40 days after polling day, will be signed by the parties at Parliament this morning and then made public.

A jubilant Prime Minister-designate Christopher Luxon would give nothing away about the deal National had struck with his coalition partners, including who has been given the role of deputy prime minister, which was one of the final sticking points in negotiations.

Talking to Mike Hosking Breakfast on deal day, political editor Jason Walls disregarded any suggestions the deputy role would be shared between Act's David Seymour and NZ First's Winston Peters.

"We talked to [Peters] about it and he seemed to baulk at the idea and said it's never been done in New Zealand history, he seemed to suggest it's not something that will be done now," said Walls.

"It just seems a bit impractical."

Walls was asked why the incoming Government wouldn't begin duties until December 5, leaving the country in the lurch for yet another week.

The political editor agreed there was confusion over why the new leadership couldn't begin duties from this coming Tuesday when Parliament sits - considering it's been more than a month since the parties were initially elected to power.

"It does seem they've got the legislative agenda locked in, so I don't understand why they aren't going on Tuesday...get them sworn in on Monday and then get on with it," he said.

"From a Government wanting to move exceptionally quick, it seems weird they're wanting to wait a whole another week, but we ask them about it today and try get more specificity around that."

Walls said he was looking forward to seeing the details of what has been a complicated deal to put together.

"What has been lost in this whole period...they're not just talking about policies they have to cross the line, they need to have a foundational document that beds in what's happening over the next three years.

"It's an incredibly hard thing to do and it's in the grand scheme of things, hasn't taken that long to do."

As Walls explained, Act and NZ First will lose agency when they enter into Government with National as they'll find themselves restricted from being able to agree with decisions their Parliament makes.

"So, something comes up in two-and-a-half years that Act disagrees with or NZ First disagrees with, they can't just jump out and say they disagree with that one because they are the Government," he said.

"Look at it more like a contract really between three people, and twenty-two days for a contract is pretty good in my book."
