The Dunedin City Council will be taking a collaborative approach with Otago University and the students' association to ensure the Six60 balcony collapse won't be repeated.

18 students were injured, two seriously when the balcony collapsed at the start of March, including Bailey Unahi who remains in Christchurch's Burwood Hospital.

An independent report has cleared the council's building consent process, and instead found the balcony was critically overloaded.

Services and development general manager Simon Pickford said there's plenty of lessons to take on board, that will prevent something similar in the future.

However, Mr Pickford said the report shows the incident is a one off, and the council's consent process is sound.

"These concerts aren't occurring on a daily basis, we're not seeing balcony collapses on a daily basis, this was out of the ordinary so we need to make sure we're not over-reacting, but I think people need to be aware of risks."
