Minister Hekia Parata has released a report from the Funding Advisory Group, which clearly identified strong opposition to global funding.

Comprising of teachers and union leaders, it was set up by the government to consider planned changes to the education funding system.

It has found the potential benefits of global funding would be outweighed by the costs and risks of introducing that policy.

NZEI National secretary Paul Gaulter said the sector needs to focus on what is going to lift children's learning.

"There needs to be an increased focus on equity. We need to see if there are different ways of funding which could deal with the issues of inequity in our country and the impact of that on children's learning," he said.

Gaulter said the sector had no desire for a policy that was faulty.

"We don't believe that there is any argument at all for such a faulty system of global funding, which the government provided. We think that whilst there is an appetite to look at different funding mechanisms, that's definitely not the way to go."

There's talk that principals don't want the extra responsibilities the funding change would bring.

But Hekia Parata told Mike Hosking she doesn't believe that, and principals would be given support to get through any changes.

She said there are still further steps to come, and she'll take feedback to Cabinet

"We keep discussing the unions and teachers and so forth, and they are a critical part, but actually this is about kids and everyone of them getting a great education."
