YMCA NSW has faced financial challenges by reforms after the group's failures were found to have contributed to an outside school carer's ongoing child sexual abuse.

A hearing is investigating how YMCA NSW has addressed royal commission findings about its dealings with Jonathan Lord, who was hired without the correct checks and whose abuse went unreported for two years.

The Royal Commission into Instiutional Responses to Child Sexual Abuse on Monday heard the group had gone through significant reform and had to prioritise projects due to cost.

"The cost of reform... has challenged the ability of YMCA NSW to remain solvent," counsel assisting Gail Furness SC said in her opening address.

"It has also affected the tenders that have been entered into by YMCA and its successes or otherwise."

The royal commission heard changes had been made to senior management, training provided to staff and a confidential reporting system created since the adverse findings.

An electronic HR service and handbook for children and parents have also been implemented, Ms Furness said.

Lord, who was employed in 2009, had been found guilty of offences against 12 children by 2013.

The royal commission heard YMCA Australia announced in September the commencement of a national redress scheme, which will be investigated in the hearing.

It is anticipated the royal commission will hear one matter has had an outcome under the redress scheme.

The hearing continues.
