Energy Resources Aotearoa's John Carnegie told Mike Hosking it's important to remember it's just a study at this stage, and it's not a commitment.Â
He says the study asks whether we have sufficient fuel security in a post-oil refinery world - noting that so far, we haven't had any fuel shortages.Â
