The RSA are questioning why New Zealand's flag needs to be replaced so urgently as the first meeting looms for the committee considering the change.
National president BJ Clark says if there was an overwhelming call from the people for change, the RSA could understand the timing.
But he says there's been no such call, and the choice to get things underway just weeks before the Gallipoli centenary commemorations seems inappropriate.
"When people in New Zealand have an issue, they're quick very to get on the street, they'll wave placards and rightly protest for things that they disagree with."
"I've yet to see a protest that says change the flag now."
Clark says the significance of the ANZAC centenary is being undermined by the establishment of the committee.
