An Upper Hutt City Councillor has slammed his council's decision not to mandate vaccine passes for its facilities.

Wellington, Porirua and Hutt City Councils have mandated the passes for their facilities, such as gyms, pools and libraries, but Upper Hutt City Council is not requiring them.

Councillor Dylan Bentley told Nick Mills the decision was made at an operational level.

"There was a risk assessment taken out by staff, the executive leadership team and councillors were informed late Wednesday night. Quite a few of us were flabbergasted," he said

Bentley says they're holding an emergency meeting at midday to discuss the decision.
