Winston Peters is suggesting some personnel changes for National,

The New Zealand First party leader railed against the opposition at his annual conference at the weekend.

He told Mike Hosking National's trade and economic development spokesman Paul Goldsmith is out of his depth, and Amy Adams should've had that role.

"Even Maggie Thatcher worked out that it's much easier to keep a business going then trying to start a new one. The National Party, in my view, the rank and file have no idea what they're dealing with."

Peters is also standing strong over the idea of compulsory community service for teenagers.

New Zealand First members have voted for the party to look into giving 100 hours of non-negotiable volunteering to those aged 15 to 19.

Peters says other countries do it, and it should happen here too.

"If we're going to get some sort of unity in our country, we're going to give the young people something to get them out of their present existence and gives them the opportunity to volunteer for their community and their country."

One policy he's had to re-examine is pill testing at festivals, as his party membership votes to reconsider the policy.

Last month New Zealand First put a halt to Labour's plan to legalise the tests, with Peters saying it's better to tell people drugs are dangerous.

But after the vote, led by Young New Zealand First at the annual conference, Peters now says it's an "impossible situation".

"It's very extraordinary, complex issue. We agreed on that, so we're going to put some serious work. We'll announce in the next few days what that is. We hope to have a policy well before Christmas."
