The ten year budget will go out for a month of consultation in February. Â
Brown says central government has crushed local government for too long, and imposed consultation on them when they hardly do it themselves. Â
He told Mike Hosking that there are also councillors standing in the way of proposals like his port operations lease, despite public support. Â
Brown says there are councillors who have made a long career of saying no to everything.Â
