The debate is heating up ahead of election year.
The recent Colmar Brunton poll showed National's party vote at 46 percent, enough to govern with the Act Party.
National leader Simon Bridges told Mike Hosking he's coming to the end of the year feeling positive and wants to see less talk, and more action next year.
"An announcement is not delivery. I doubt we will see a real plan today on real things."
