Massey University sociologist Paul Spoonley says people are still anxious about leaving the safety of New Zealand.
He told Mike Yardley the Australian Government's policies on New Zealanders and deportations also make the country less appealing.
"For some time the Australian Government has not made it easy for New Zealanders on the other side of the Tasman."
