Jacinda Ardern is tight lipped on the Cabinet reshuffle she'll announce in two days on Thursday.

The Prime Minister is reiterating the decisions she's made are what she considers to be 'relatively minor'.

Ardern won't give away whether she's already spoken to those affected.

"I talk with colleagues who are involved, I undertake those discussions in various forms. They are not decisions taken by Cabinet, ultimately they are my decisions, and we will be announcing the outcome of those on Thursday."

However, despite calls for him to be moved, Housing Minister Phil Twyford appears to be safe in his position. Ardern told reporters that Twyford had done an "incredible job", and reiterated that to Mike Hosking this morning.

"No Government, no Minister has tried to have the levle of ambition we've had across housing."

Ardern says that they have increased transitional housing numbers and new policies around homeless housing

She admits that KiwiBuild has not been perfect, but their ambition has been huge.

"We know there are things we need to fix, and we are working on that, but I am not interested in placing individual blame for something that we ultimately need to resolve collectively."
