There's a call for a rethink of who shoulders the risk of natural disasters.

A Wellington insurance taskforce says there needs to be a move away from the current model to a more balanced blend of seismic risk.

The city's mayor Andy Foster told Mike Hosking some insurers are pulling out, saying they've enough exposure to risk in Wellington or New Zealand.

He says that means some people are having to go to a different insurer.

"Definitely appear to be some price pressures, and it's not surprising given that the industry has taken a complete bath in New Zealand over the last decade."

The taskforce has also suggested increasing the Earthquake Commission's liability cap from $150,000 to $400,000.

Foster says the current cap doesn't go very far.

"The question then is does the government need to step up a little bit, which s where we were if you go back to the establishment of the EQC in the 1940s."

On other mayoral matters, Foster says that former mayor Justin Lester's mayoral recount application doesn't have any legs to stand on.

He applied for a recount after losing the seat by a narrow margin.

Foster says Lester is focusing on votes deemed invalid after voters made mistakes when ranking.

"The problem he's got there is that most of their circumstances where that he's got the number nine vote, I've got the number one vote, which is not going to get him very far."

Foster says they have until the end of the day to file extra material and then a Judge will make a decision.
