There is confusion from the Justice Minister about how many joints can be made from the amount of cannabis legislated for in his draft bill.
Andrew Little says those over 20 will be able to buy up to 14 grams of cannabis per day.
The matter will be subject to a referendum at next year's election.
But Little told Mike Hosking he's seen various estimates about how many joints 14 grams would equate to.
“They start at 42, go down to 21 and I have seen one at 15. I am not a user, so I’m just going off advice from officials.”
Little told Mike Hosking people in their early teens or younger are getting access to cannabis at the moment.
“The government wants a regime where young people don't get access to it and where the age of first use is pushed up.”
Andrew Little has released the draft bill which has the purchasing age of 20.
