'Came out of nowhere': Passer-by surprised after Winston Peters heckling

There's been shock and surprise among Wellingtonians after Winston Peters was heckled after delivering his rail funding announcement. 

Environmental and engineering firm Tonkin + Taylor says it's looking into a report a man wearing a staff lanyard swore at the minister.
