Several councils are ramping up action against unsafe water practices, taking part in a 'no excuses' fine trial.
Maritime New Zealand director Keith Manch told Larry Williams too many people are risking their lives by flouting the law.
"Two thirds of people who drown we think, could have been saved if they had been wearing life jackets, so it's a pretty distressing issue really."
Each council will run the trial over a five day period , with each council participating at different times.
