Whangarei's Mayor believes a two-pronged approach is needed for moving freight.
A ship carrying twelve thousand containers has been diverted to Northport -- because of congestion at Ports of Auckland.
It means about 800 more heavy vehicles will be travelling between Auckland and Whangarei for the next week, from tomorrow.
Sheryl Mai says road upgrades are needed - because traffic's growing year on year anyway.
"We absolutely believe the business case for a four lane highway or expressway or you name it, an improvement between here and Auckland is definitely justified."
She says there's plenty of investment needed into road and rail.
"We're going to definitely want the rail link, so we can reduce emissions, but also get the movement of freight efficiently to market."
