Repeat offenders are being told filling recycling bins with rubbish won't be accepted in Christchurch.
More than 650 yellow bins have been confiscated over the past year, after being contaminated by nappies and other rubbish.
City Council Resource Recovery Manager Ross Trotter says it's only fair.Â
"Those people who are doing it correctly shouldn't be penalised by people who aren't doing it correctly. So no apologies from councl for enforcing the bylaws."
He says that the bins are are different size and colour.Â
To get their bin back people must sign a declaration - and pay nearly $100.
