There remains a big question mark around how the tourism industry can be saved, with travellers cut off from entering New Zealand's borders.
A 400 million support package was announced in this year's budget, in an attempt to stimulate domestic tourism.
Tourism minster Kelvin Davis told Andrew Dickens New Zealand needs to be realistic.
"Tourism globally has stopped, despite the fact New Zealand has gone hard and gone fast and we've done a very good job at reducing our cases.
"It's okay for us to open our borders but there'll be no other borders opening around the world in the foreseeable future."
Davis says Tourism NZ has been asked to limit their focus on international travellers and market to kiwis.
"Tourism New Zealand are he best at what they do and people see their campaign rolled out in the coming weeks and months, but we do have to change New Zealanders attitudes towards New Zealand as a tourism destination."
