The National Party leader is already threatening not to return to Waitangi next year.

Judith Collins has announced today she won't show up unless she's allowed to speak on the Treaty ground's upper Marae.

Prime Minister Jacinda Ardern was the only Pakeha woman permitted by tangata whenua to make an address this year.

The Waitangi Trust Board's reportedly been discussing the issue, but may lean towards only letting Ngapuhi women speak.

Collins told Heather du Plessis-Allan if that's the case, she definitely won't go.

"I can't be bothered with this gender bias, and I certainly be having to apologise for being Pakeha."
