Samoa's Fast Party is being sworn in outside Parliament - because the caretaker Government's locked them out.

The Supreme Court ruled the Fast Party's one-seat win valid last week... but the incumbent Prime Minister won't relinquish power.

The former Attorney-General's powered on with proceedings and is certifying the election results outside the building.

Samoan Observer Editor James Robertson told Heather du Plessis-Allan he believes the ceremony is binding.

"It's difficult to state anything with total certainty under these circumstances."

Meanwhile, Prime Minister Jacinda Ardern is reinforcing her 'huge' amount of trust and faith in Samoa's institutions.

Tensions are rising over the island nation's election result - with the incumbent refusing to acknowledge defeat.

Ardern says New Zealand's Cabinet today discussed the situation and they want the rule of law to be followed.

She says they want the rule of law to be followed - and are calling for the wishes of the Samoan people to be upheld.
