DOC spent $130,000 on keeping Toa the Orca alive only to have him die

The Department of Conservation spent $130,000 trying to keep Toa the Orca alive despite advice that the whale needed to be put down.  

Jack Mace, the DOC operations director of the Lower North Island says there are only 200 Orca left in New Zealand and if they had been able to reunite Toa with his family it would be money very well spent.
