The Government is confident changes needed to combat climate change will be affordable but understands it will cost some sectors more than others.

The Climate Change Commission has released its draft advice on how to tackle the climate crisis.

Finance Minister Grant Robertson told Heather du Plessis-Allan the costs are better than predicted.

"We're looking at slightly less than projected GDP.

When we started this process, it was talking about 5-8 percent. We're making good progress already."
