Former Finance Minister Sir Roger Douglas has penned a paper calling for a complete overhaul of all aspects of the welfare system in order to deal with New Zealand's huge debt mountain.

He promises virtually every New Zealander could retire with $4-5 million in their super fund accounts. Plus that health, education and housing would all become affordable and equitable again.
