A new survey shows how unpopular the governments Three Waters Reform is. 

Horizon polled more than 11-hundred people on behalf of the Democracy Action Group. They found 71% want more public consultation on the government's reform. 

63% think we should have a referendum on the proposal. 

Lee Short from the Democracy Action Group told Heather du Plessis-Allan people are upset that they weren’t consulted. 

“It’s been poorly explained by the government.”
