Protestors outside parliament have built themselves a couple of working flush toilets – and the council wants to know how they did it. 

The toilets have been dubbed the "peehive" and are fully connected to the city's wastewater network. 

Greater Wellington Regional Council chair Daran Ponter has asked police to explain how this was allowed to happen.
