There is debate between the government and opposition over freshwater policies.
Cabinet's agreed to make changes to winter grazing regulations to make implementation more practical.
It's also changing the definition of pugging to penetration of soil, more than five centimetres.
National will scrap the current freshwater regulations entirely, if elected.
The party's environment spokesperson Scott Simpson told Kate Hawkesby the regulations would be reviewed first, but says they're actually impractical.
"Introducing impractical, ideologically driven environmental restraints that will prevent farming in some parts of the country, is problematic."
