A number of roads of national significance are likely to get the green light after two years on hiatus.
Business groups are optimistic that the new funding - announced last December - will mean work begins on roads that were planned under the previous National government.
It is expected more than half will go to transport, a billion will go towards public hospitals and schools, leaving four billion for a surprise announcement.
Hope says a bunch of roads already have consent, but some projects may not be done in the next five years.
"The critical issue that they're going to face spending this money is actually ensuring that they have enough people on the ground to be able to construct."
