Suggested Kiwisaver changes are being tipped to reverse declining home ownership rates and boost retirement income.

The Interim Retirement Commissioner is recommending relaxing the rules to allow first home withdrawals to include investment properties.

Home ownership has dropped almost 25 percent over the last 30 years.
