Wrightson says she doesn't believe the 20 year old framework strikes a fair balance between operator and consumer.
The recommendations range from changing the resale process, to fixing an overly complicated complaints system.
Peter Carr, the president of the Retirement Village Resident's Association, who represent the residents, told Kate Hawkesby at the stage of life many residents are at, the current processes are too much to handle.
“We're talking about people in their early eighties, many of them single ladies, who have to, if they complain, go through a laborious process and at that stage of life, they don't want the pressure of involving, if necessary legal people for support which cost money."
