The infrastructure sector says there is a need for a coordinated approach to a new climate change blueprint.
The government has released a framework that allows risks to be compared and their nature, severity and urgency evaluated.
Infrastructure New Zealand chief executive Paul Blair told Kate Hawkesby the devil is in the detail.
He says it's a national framework but it needs to come down to a regional level.
"There needs to be specialist advice and a consistent approach through the workshops so there can be a joined-up plan.
"There are some very significant investment and risk management decisions that need to be made, because they're going to have a big impact on the future."
