The Health Minister is being told bailing out DHBs is not a long-term solution.
The government's been forced to pour extra money into financially embattled DHBs after being warned hospital workers' pay could be affected otherwise.
Association of Salaried Medical Specialists executive director Ian Powell says the bailouts don't improve DHBs' financial management.
He told Kate Hawkesby that needs to change so care isn't compromised.
Powell says hospitals need to be funded to ensure operational costs are covered.
