The controversy around the trans-Tasman bubble has pushed relations between Melbourne and Canberra to another low.

About 100 travellers from New Zealand, who were allowed into Sydney without quarantine, have travelled on to states that haven't opened their borders to New Zealand.

Victorian Premier Daniel Andrews and his Western Australian counterpart are angry about the loophole.

"We've heard things like he has a callous indifference to small business, and a bloody mindedness that is unforgivable, so these are pretty strong words."
