It's commemorated the country's 70th anniversary by revamping and restarting its atomic bomb fuel production plants.
This comes a day after it threatened to launch satellites that may contain nuclear weapons.
But Fletcher School of Law and Diplomacy Korean Studies professor Sung-Yoon Lee said it's about gaining leverage.
"They are not suicidal, but merely attaining that capability would give them tremendous leverage on all sorts of issues."
