The Government says it's making 20 years of changes to aviation rules - over a two-year-period.
It says the 23 steps will help growth and enhance safety and security.
Projects include better enabling drone use in agriculture and reducing compliance costs.
They will also modernise pilot training pathways and align security and safety with international aviation standards.
