A travel broker says more capacity in MIQ is going to help, but it's just the tip of an iceberg.
Space in MIQ facilities dried up after a holiday surge in demand, but authorities have made about 100 more rooms a day available, between December 13 and 23.
They'll be offered on a first come, first served basis.
Travel broker Mark Hutchinson told Kate Hawkesby demand is definitely exceeding supply.
"Christmas and New Year is a busy time and people need to travel - often at short notice - so more supply is a big thing."
Hutchinson says with the voucher system coming into play, his company put together a team to help people juggle their flight and isolation bookings.
He says he'd like to see those working at the coalface communicate better with travel agents.
