A foster parent has doubts about intervention services that'll try to lower the number of children put into state care.
Children's Minister Tracey Martin has told a select committee there needs to be more intensive intervention services to try to work out problems before putting children into foster care.
Foster parent Natasha old Kate Hawkesby it would be great for kids to be able to say with their families.
But she doesn't think the intervention will work in a lot of cases.
"Mostly because I feel that they need to have some key skills in order to achieve this and it has to come from the parents and they have to have the ability and the willingness and the opportunity to change."
