Difficult challenges lie ahead for the Far North District Council.
Severely storm-damaged roads, neglected sewage systems and an infrastructure deficit are dogging the region.
Far North mayor John Carter says it's too early for the Council to have a precise plan of action.
"It's difficult to say just exactly what steps we need to take until we ascertain what the quantum of the cost involved in all of these issues and we're just working on that now."
Mr Carter says the cost of repairing storm-damaged roads alone is already estimated to be around $30 million.
He says it's just one of many issues which need to be tackled.
He's also looking for ways to improve the long neglected sewage system in Kaitaia, and a build-up of infrastructure work which needs completion.
