UPDATED 7:19am: The new government super-ministry's been found wanting in a review done 18 months after its formation.
The State Services Commission review of the Ministry of Business, Innovation and Employment was done at the start of this year but has only just been released.
The report says the ministry - the result of merging four former departments - still isn't fully integrated.
And there is a sense of frustration internally and externally.
The report says internally, many things seem harder than they need to be and people are not yet confident that this will be addressed in a timely manner.
However the department has won praise for its efforts in coping with issues including those arising from the Pike River tragedy and Canterbury earthquakes.
The ministry says it's working on the points raised in the report, and many were addressed by June this year.
