A Board of Inquiry has confirmed a decision to decline resource consent for the proposed Basin Flyover.
A draft report issued in July called for the project to be canned, and that's been rubber stamped by the report in full.
An appeal is still possible, but only on points of law.
The Save the Basin Campaign says the decision shows it's time to move on from the idea of a flyover.
Spokesman Tim Jones says authorities now need to come up with a better alternative to solving Wellington's traffic congestion.
