The negotiations may be tough, but they're not illegal.

Supermarket chain Countdown has been cleared of wrongdoing in its negotiations with suppliers.

Retail New Zealand's Mark Johnston says suppliers and retailers should always expect to bargain hard.

"Local New Zealand-based retailers continue to seek the best possible prices for local Kiwi consumers over time."

Mr Johnston says retailers are often dealing with much larger multinational suppliers.
