The Human Rights Review Tribunal has slammed serial litigant Graham McCready, while dismissing his attempt to bring a case against the Prime Minister.
He wanted to take John Key to court for sexual harassment, despite not being personally involved, after Mr Key pulled a waitress's ponytail.
But the Tribunal said the case is an abuse of process, vexatious, and not being brought in good faith.
It continues to say Mr McCready brought the prosecution for his own purposes, rather than to vindicate the rights of an otherwise voiceless or disempowered person.
The decision notes waitress Amanda Bailey neither consented to, nor cooperated with, the case - with Mr McCready's evidence pulled together from media reports.
