There will be many irate Auckland home owners when their rates bill begins arriving from August 1st.

The council has put in place a 2.5 percent rates rise, but 43 percent of property owners will be paying more and nearly one in 10 households, will pay more than 10 per cent.

Many of the large rates increases are occurring in the poorer suburbs of South Auckland and West Auckland.

Manukau ward Councillor Alf Filipaina says many people in his constituency are saying they can't afford it.

"We have quite a few people who are renting in South Auckland. It's up to the landlords to how they apply it, but I'm saying to them that they need to be talking to their landlord about what happens as a result of this evaluation that we have done."

Filipaina says many homeowners don't understand the capital value assessment of rates is the directive of the Government, not the council.

"Of course they are telling me 'I can't afford it', and I'm saying 'for us, based on what the guidelines are from Central Government, we then the percentages to 2.5 in the first two years of our Long Term Plan'."
