Housing New Zealand tenants at two inner city apartment blocks in Auckland are being accused of causing a ruckus.
Complaints include domestic violence, intoxication, intimidation and property damage.
Home Owners and Buyers Association president John Gray says while the situation is unfortunate, there's not much Housing New Zealand can do.
"Unfortunately Housing New Zealand, one presumes, does not have the discretionary abilities to vet their tenants before they rent those properties out."
But Gray says just because some tenants are unruly doesn't mean Housing New Zealand should be prevented from the practice.
"Housing New Zealand has a statute obligation to fulfil the needs of those needs in our community who require housing and it'd be a little bit harsh to say that we should take steps to prevent them from buying into complexes such as this."
