The Dunedin City Council has declined an application by Progressive Enterprises to build a Countdown in Mosgiel.
The supermarket giants wanted resource consent to build a $15 million supermarket in the Otago town.
In her recommendation, planner Amy Young says the the vast majority of submissions opposed the proposal.
She considers this proposal to have significant adverse effects on the residents around it and will impact on the sustainability of Mosgiel.
