A controversial bore consent in Canterbury has been granted to an overseas water bottler. 

Environment Canterbury's nominated independent commissioner, Richard Fowler QC, has granted Cloud Ocean consent to take water from a deeper bore within its existing allocation.

Fowler won't be seeking the public's view on the application, finding there were no special circumstances triggering public or limited notification.

ECAN general counsel Catherine Schache says it'll be a frustrating decision for the public, but the consent didn't change the volume, rate of timing of the take the company already holds consent for.

This comes as the High Court in Christchurch consider's ECAN's consent processes for Cloud Ocean and another water bottling company - after Aotearoa Water Action's opposition.
